President Guise, along with V-P Carl Nelson and Secretary-Treasurer Jeff Fried were all re-elected to three-year terms at the Feb. 14 playoff/election meeting. Also re-elected to the board were Russ Huber and Steve Kelske. Congrats to all five for their continued leadership and support of SBWBO ... New York State has changed its stance on headbands/wristbands of players and will abide by Page 65 of the NCAA Rulebook. It must be no wider than 2 inches and either the dominant color of the jersey or white or black or beige. And everyone must be uniform .... And only one logo. It can say Nike or it can have the swoosh, but it can't have both ... During off hours (after 4:30 p.m. weekdays and Saturday) at Section XI, please contact Ed Cinelli at 472-4317 or Jack Sexton at 589-4202 ... There were four rule changes last season: All throw-ins now end when the ball is legally touched on the court or when the throw-in team commits a throw-in violation. This makes the rule book consistent with all throw-ins ... After a team warning has been issued, the opponents of the thrower-in shall not have any part of their person beyond the vertical inside plane of any boundary before the ball has crossed that boundary line. The team warning will be followed by a technical foul assessed to the offending player. It counts toward the team's total and the player's total ... All technical fouls assessed to a player or sub will count toward that invididual's five fouls. The only remaining indirect technical foul is the technical foul assessed to the head coach for actions of bench personnel ... The officiating guideline that made it an illegal guarding position for a defensive player to be positioned directly under the cylinder or backboard when a dribbler became an airborne shooter has been revoked ... Here were last season's rule changes/points of emphasis: compression shorts may not extend below the game shorts and shirt sleeves may not extend below the elbow ... The ball will return to the point of interruption for double fouls and simultaneous fouls. The team that had the ball will keep the ball and keep the shot clock ... If available, a 75-second (full) timeout must be used when an appeal for a correctable error is not correctable. When a 75-second (full) timeout is not available, a 30-second timeout shall be used ... A timeout request shall not be recognized when an airborne player's momentum carries her either out of bounds or into the backcourt. If the official blows an inadvertent whistle, play is to be resumed at the point of interruption, which is the team with control getting the ball at a designated spot. Have a patient whistle ... The normal stance of a screener shall be approximately shoulder width (within the body's framework) ... If the defense has yet to secure possession when the shot clock horn sounds, blow the whistle for a violation ... The lead blows the whistle when inbounding the ball on the end line (to alert partner to raise hand to help chop the clock). The only other times the whistle is blown on an inbounds pass is after a timeout, to begin a quarter or after an extended stoppage of play. Otherwise, hand or bounce the ball to the inbounder, back away and start your silent five-second count ... Another reminder about 2005-06 rule changes: Coaches have 20 seconds to replace a disqualified player .... No longer will the shot clock be reset to 30 seconds. If it's 15 or more seconds when a kick ball occurs, there is no reset. If there are less than 15 seconds, the shot clock will be reset to 15 ... Fouls will be reported with two hands. A foul on white 24 would be reported as: white, twenty-four, using the right hand to indicate twenty and the left hand to indicate four. Walk and talk as your approach the table ... The arm-bar may not be used on a dribbler. It is a foul. Blow the whistle ... Referee the defense, think like the offense and blow the whistle when displacement occurs offensively or defensively ... The time between periods is one minute ... The clock only stops in the last 59.9 seconds of the game on made baskets ... When a back court violation occurs, the ball is put in play at the spot nearest the violation (where the ball is touched) ... Former member Kevin O'Reilly, the athletic director at Brentwood, is the chairman of girls basketball ... The distance for closely guarded (anywhere on the court, holding the ball) is three feet ... Positioning on full timeouts and between quarters is on the blocks, with the referee holding the ball. Positioning on 30-second timeouts is atop the arcs for the three-point circle ... Until the ball is at the disposal of the thrower-in, the ball is dead and any foul would be a technical foul. Once the ball is placed at the disposal of the thrower-in, the ball is live and team control begins ... When a team commits a violation in its frontcourt, the old lead becomes the new trail and bumps the other official down the court (bump and run). There are no long switches on violations or fouls ... Replace a disqualified player first (within 20 seconds), then bring in other subs ... The head coach is the only coach who can request a timeout ... Officials will walk and talk when reporting fouls (using two hands) and remain tableside on free throws. The lead will face the table, the trail will have his back to the tableside sideline and use peripheral vision to check the table ... Once in the front court, the calling official will either remain the trail or become the trail after reporting the foul ... A kick ball can happen with any part of the leg, as long as it's an intentional act ... If the 30-second clock is not working, someone at the table must have a stopwatch and make do with a 30-second clock. Teams and and officials do not have the right to waive the 30-second clock and instill any other timing guidelines ... New York State will allow players to sit when a team calls consecutive 30-second timeouts. It will be treated as a full timeout. The signal will be tapping a shoulder with one hand and raising two fingers with the other hand ... The same player must shoot both free throws on a technical foul ... Fifth periods begin with the AP arrow ... The clock stops on made baskets in the last 59.9 seconds of the fifth period only in five-period devices ... Fees in 2007/8 are: Varsity (106); JV/JV-9 (87); JH (69.50); JH-5 periods (83.40). Late fees are $11 at 21 minutes; $18 at 41 minutes and $6 for each additional 20 minutes.
